They had almost 2 weeks worth of knowing what was on the way with all the flow charts and engineers that were in the Junction/llano area when all this began.

Good lord if they had opened the gates early they could have gotten what, maybe 12 inches lower?

I'm betting they thought travis was so low that it could hold whatever rain they got. 50ft is a whole lot of water. Nobody knew that much rain would drop and if they let it go early and didnt get enough to do anything everybody would be complaining about how they mismanage the water anyway.
