What I don't get is the claim it is less MPG on E15, but eh octane rating is 88. If regular is 87 octane how can it be more efficient if there is a higher energy rating on the E-15? It is not higher energy. Octane is the anti knock rating. This.

Gasahol is a conspiracy to make corn growing more profitable. The growing of corn and manufacture of gasahol costs more than any claims of saving global warming or whatever you call it.

Allowing the sale of E15 in the summer is a lot different than making all gas E15 by mandate. Nothing will change.

If people had written their Congressmen and Congresswomen, this could have been avoided. But 99% of people would rather just complain on message boards and slam the folks that tried to spread the word it was coming. So bring it on! We deserve it. I wrote mine a couple of years ago and more than once. The corn lobby is too strong. This is just Trump's answer to help the farmers after he stuck it up their backside with the tariffs.

The preferred octane rating is in the manual that comes with the car. Many use higher octane than is required for various reasons, like not reading the manual. High compression vehicles take more octane, like in the muscle cars of old, and required Ethyl or you had spark knock under acceleration. You could manually retard the spark by changing the timing and reduce the knock up to a point. Today's vehicles do this automatically with the on board computer and compensate for any loss in octane, up to a point, such as elevation where octane ratings go down.
If E15 doesn't provide enough octane for the vehicle, performance will suffer.
Fuel injection cleaning is done by detergent additives to fuel, not by using higher octane rated gas. If the detergent is unable to clean the injectors due to higher Ethanol content engines will suffer more failures.
I have talked to some mechanics that think using high octane gas in low octane intended vehicles can clog the injectors. Not sure of this, just passing it on.
I have no confidence at all in lobbying any politician about anything unless you can back it up with money.

Ethanol is an excellent fuel system cleaner, which is why it dries rubber hoses, gaskets. The stuff it causes to come loose may clog an injector but not the ethanol itself.

Another thing people don't realize is that the FlexFuel vehicles don't have any modifications to the engines of the cars. All they do is change out the rubber and plastic parts in the fuel system. SS braided fuel lines with metal crush gaskets as opposed to rubber hoses and gaskets.
Maybe $150 total worth of parts and that are swapped out, with zero effect on the vehicle performance.
Just pointing this out because I've heard folks swear up and down that the FlexFuel is a high performance trim package that gives them extra hp.

E-85 and E-15 are not the same. E-85 is primarily alcohol, while E-15 will 15% alcohol. E-10 is miserable in small gas engines and outboards, E-15 will only be worse. That's just for the little engines.
Any gas mileage gains in your personal vehicles you enjoy now will be tested when E-15 hits the market. Alcohol content goes up, mileage comes down. I drive a flex fuel vehicle for my company and they have forbidden us from using E-85 even though it is the cheapest gas out there. That's because regardless of the savings at the pump, the gas mileage sucks so bad that it winds up costing more to run a fleet on E-85. I was being sarcastic. Lots of guys are using E85 for race cars as a cheaper alternative to race fuel. Only downside is its very inconsistent on the percentage vs race fuel.

What I think I know.
E10 equals 10% ethanol in gas. E15 equals 15% ethanol in gas. E85 equals 85% ethanol in gas.
We have had E15 for a couple of years. The gas station I usually use put in new E15 pumps last year. E15 does give less fuel efficiency. Its supposed to be safe for vehicles built since 2001. For vehicles built before the EPA said they need to still use E10.
The only change Trump is trying to make is that the fuel should be produced through the summer. Thats when its supposed to produce more likely to contribute to the formation of smog. Back when they were first approving E15 a couple years ago there were only a small number of manufacturers that allowed over 10% ethanol in their cars. The only cars that were approved by them was flex fuel cars. They said to stay away or risk not having your warranty honored. I don't know if thats true today.
