Dallas PD. May not be the best but they are definitely hiring.
If he goes to work for one of the big agencies there is no guaranty where he will be assigned.

My brother was one of the earliest sky marshals back in the early 70s. He said this was the most boring mind numbing job a man could have.

many pd's require a college degree regardless of military service. I know Arlington is that way. What is the logic in that policy? A cop should be smart, deal with stress well and have the ability to think on his/her feet but who cares if they are good at calculus. In most cases, college credits can be substituted with military experience.

BP too far from home. He's been gone for too long. he's leaning toward hi-way patrol. Going with Texas DPS doesnt mean he will be working at home either. You pick what they offer, which for the new guys is probably going to be in the Rio Grande area, a West Texas area or in the Panhandle.

Game warden.
I really have no idea. That just seems like the coolest of all the law enforcement jobs. Most powerful LEO in the State. Really, doesn't need a warrant if he thinks you possess one of his precious animals illegally.

Some cities give extra points during the exam process to prior military.

He just needs to check with different depts on what they require. Most do give credit for prior military. I started in 1990 with one of the states larger depts. If he can go DPS thats the best route. No choice on assignment early on but its the best imo. Just tell him to be prepared. Its alot tougher now days then it was back then dealing with the public and politics. But good for him for the desire to help.

What does he want to do? Community policing? Write tickets? 31 years in and my son has been at it 3 years.... I would tell him to be a fireman....half the world hates cops, nobody hates firemen. If he's dead set on it he needs to think about what kind of work he wants to do.....DPD just answers call after call on patrol ......is that what he wants? If he wants to play basketball in the street with the kids and get to go see his little ones at school every day or never miss an athletic event then a Greenville or Sulphur Springs or something like that would be a place to look. Just my 2 cents.... I mean I could talk all day so that's just a little bit

Game warden.
I really have no idea. That just seems like the coolest of all the law enforcement jobs. They hire on a quota system, Very had for male white guy to get into game warden academy. Minority or female, has much opportunity to be accepted.
