not necessarily small schools, but lower conference / division teams i follow with some interest:
Wyoming, North Dakota State, Marshall, Western Michigan, USF
oh and the citadel. I read a story about them in SI back in the late 80s or early 90s and found them intriguing. Those cadets are hard core.

West Tx. A&M in Canyon. About 30 years ago they were a DI but are now DII. Had a coach named Don Carthell who had some great teams and great players, since he left they have fallen on hard times. It's my wife's alma mater and I had a cousin play there. Some well known alumni are Duane Thomas, Mercury Morris, Dustin Vaughn, Mo Cheeks, Terry Funk, Ted deBiasi, Dusty Rhodes, Tully Blanchard, Dick Murdoch and of course Charla Overton.
