Well, it wouldn't be able to move in the direction of the locked trailer wheels; but, could potentially still move laterally.

You know, spin around the fixed axis (in this case, the locked rear wheels).

But if both of the pneumatic tires at the axle would be chocked in front of and behind, and wouldnt be able to move, this making all three points of contact with the ground fixed points.

Remember spinning out on your big wheel as a kid?
Lock the rear wheels, but turn the front one side ways=rotate around the axis

My boat is in serious danger by reading all of this...I put a small rock on the downhill side of each tire.
Click to reveal..
With those 2 points fixed, the third won't move.

Dig a 8' hole through driveway. Add one of those parking poles like see in front of WalMart that have concrete poured in pipe. Add hitch ball to top of pole. Hook boat to ball when not in use.

The simplest solution to your whole problem is to buy an additional truck and leave the boat attached to the trailer.

The truck anchors the trailer, the trailer jack wheel stays out of the equation and you dont have to move half of the dirt rocks and trees in collin county to access your boat.

That's how i'd handle it.

I have some more chocks you can use from when I had that parking brake not working, truck slipping out of gear trying to roll down the ramp into the lake phase of my life.

If you blocked the wheels off fore and aft no way it could spin on the axis... of evil... or otherwise.

Treat it like it was a 747. You are almost there, anyway

I seriously thought about this.
Sure would be nice to have a second truck with good towing capacity.

My oldest turns 16 next year, maybe I can convince her to get a used dually or something similar.

Everyone knows duallys are the best on boat ramps.
