well 319$ later and 4 hours after work today i believe i solved my issue. i replaced the evaporator box assembly and now i have 45 degree air out the vents. its not 38-40 but then agin its 105 outside so ill take it.

Yeah the 2008 model I had was the worst cooling and heating system of any vehicle I have ever owned.  It is a company vehicle and the company would not spend any money to fix it so I suffered with it for 6 years until they bought me a new one a 2014 model. The new one is head and shoulders better than the old one.
