The gas station at the corner of 407 and 35 sold them last time I was in there. There is also a wholesaler at Valley Pkwy and Mill St that will sell them but I think he has a 1lb minimum.
I switched to jigs only and haven't bought a minnow in several years so I could be wrong on both counts.

I've been seeing a lot of minnows around the boat ramps and docks so I bought a collapsible Mesh minnow trap on ebay and am fixing to see how it works. Will make a video of this. The barge has minnows for 3 buck a dozen but they are always huge...LOL!!!
