I would try online. There's a store in Oklahoma called Big Carp Tackle, which you can either go to in person or order online from. There's also a Wacker Bait & Tackle in Illinois, and a Carp Kit International in Ontario. Of course, you can always order it from overseas, or even try Ebay or something similar. Of the ones I've listed, I've only ever ordered anything from Big Carp Tackle, but they all look good.

You may find some stuff that will serve but nothing specific. Lake palestine has a huge population of them as well as big ones. Sabine river up by big sandy has produced me a lot as well, just fishing from what bank access is to be had.

I'm building some poles, too. But IMO it only make sense if you know what do you want to build, right?
I need to build mine because I'm trying to polish my personal style of carp fishing AND I have bad shoulder: need it to be real light, whole setup.
For the beginner, I would never recommend building his first carp rod.
Rather, try couple of some nice inexpensive ones available online, and concentrate on other aspects of carp fishing because it is not a simple task to begin.
And after you will find what exactly you want/need, you will understand how your new (personal, custom) rod should work for you.
At that point (and only at that point!) you may start thinking: blank, handle, guides types, whole geometry of blank/guides, etc.
One more note: when you will completely understand the nature of the carp pole, you will find one very interesting thing: you can buy carp poles which are marked not as "carp", but rather "surf", like for example Okuma Cedros. Some of Cedros family rods are in reality English carp rods, they just give them different handles ))) Advise here is: if you see 12' surf rod with guides "6+1", you might start thinking "carp rod slightly modified for US market" ))
So be attentive and you may find exactly what you need without building )))

I'd say, the #1 item to buy is the NET.
Good carp net will cost you some significant money, but I can tell you that normal salmon net will do the job in most cases.
You may find some on sale for $20-30.

2 combos will set you back about $150. Still have enough for a net, baits, hooks and terminal tackle

I'd Tack That!!

It looks like you have some great recommendations for the beginning.
Personally, I would not try to save any money when it comes to hooks and things like swivels.
You will need literally few for the whole season.
Don't buy them in Walmart smile
Good luck!

The hair rig is hands down the most versatile. There are many different rigs using the hair rig as the method for holding the hook bait, so it's the best place to start. I'd recommend looking at some videos on YouTube for further instruction, Catfish & Carp does great ones like this: https://www.youtube.com/watch?v=zgdct6IRWbU
