You can probably try any community park pond near you. You can use chicken liver, hotdogs, or more natural baits like nightcrawlers or catch some bluegill and use em for cutbait. You can do the traiditional float/bobber method or try a slip sinker rig (simple version is threading an egg sinker onto your main line, tie a swivel, and add a leader that leads to your hook). Try fishing the bait near deeper drop offs or near cover.

You can use this free resource on your computer.......... https://webapp.navionics.com/#boating@6&key=cx%60fEfcn_R to find those drop offs that SubarashiiSpider mentioned! You can get a version of navionics on your phone for about $10 too that functions as a gps. Simple rule of thumb is to fish the wind blown bank because wind blows plankton into an area which concentrates bait fish which concentrates the game fish like catfish.

Other best advice is to pay a guide since there is a bunch in that part of Texas! I struggled to understand white bass fishing for a year then finally went with a guide and it did so much for my understanding, approach, and skills at locating and catching them. You learn in minutes what took them years to learn.
