Can't say as I have. Have used buffalo and carp with success, but never gar.

Yes i used a spotted gar i had caught because i ran out of bait. But i was fishing for alligator gar and it worked great! Didn't catch any cats though

I think it would work depending on what bait is in the water. I have had success with carp when there wasn't a lot of shad in the area, but if there is plenty of shad they seem to pass up the rough fish and take the shad. I'm not sure what others have found but even fishing rough fish side by side with shad they seem to hit the shad nearly every time. That being said, they are opportunistic feeders and a hungry cat will eat anything they find.
