I think you are talking about Phelps Lake. Has an old broken pier as you walk up to the pond on the sidewalk?
The half with the sidewalk is public, the other side is private....as far as I know.
Yes, it looks promising. There are probably some people on the TFF that have lots of experience there. Hopefully they will chime in. I've only fished it once or twice, but plan to go back once better weather rolls around.

Yeah that's exactly the one I'm talking about. I want to try and figure out where grass lines and/or other structure is out there. The bass will be coming up to start nesting soon so I will be out there checking it out soon.
