Of the two options you asked about, hackle. But, I prefer Schlappen feathers. they suit my jig profile better.

As long as I catch fish (since I don't make my own jigs), it doesn't matter to me. I like my Garland plastics most of the warm season, use hair jigs more late Winter/early Spring, or later in the Fall/Winter.
