If you did not already have all the components, I would recommend Waterloo Custom Rods in Victoria. They make some of the nicest rods on the planet IMO. At least the nicest I have ever owned/used.
You might give them a call and see if they would do it.

Where are you located? Try the rodbuilding section of 2coolfishing several guys on there that do it professionally. I think mostly out of Houston area.
I'm starting to get into it but I wouldn't call myself a rod builder.
