I like a medium light 6ft rod with a baitcaster loaded with 10lb fluro for fishing the boat slips. Tie 2 jigs about 14-16" apart and a good barrel swivel about 14" above the top jig. I say all of this because I'm thinking that your jigs could be spinning and the fish are swallowing them backwards perhaps. I've had the same problem fishing standing timber on Ray Bob...... switched from jigs to minnows and started catching 3x the amount of crappie. Also switch to sickle hooks.
