I love my H&K, and Sig is a nice gun for sure, but I would have picked Glock over Sig hands down...I fought buying a Glock for the longest time, but needed a 9mm because I didn't have one, so I picked up a Glock 19 Gen3. Replaced the plastic guide rod with a aftermarket stainless rod and spring, and I love it. Granted I've only ran 1500 rounds through it but have not had one failure with any of the assorted hollow points and fmj's...

I will own a Sig one day. I don't know anyone who owns one that doesn't like it. I have a HK USP 45 compact from when they were all made in Germany and I would like to know why they chose Sig over H&K? There is zero wrong with H&K quality or engineering. It's a little large for the way I like to carry concealed but with military, that's not an issue. Only thing I've done to my USP is put an aftermarket conventional rifled SS barrel on it so I can shoot lead practice loads that I cast myself. With military use that isn't an issue. Glock has the same issues shooting lead and it's the same with the H&K barrels.
I can imagine why Glock didn't make it and I have owned several Glocks and still have a 27 that I sometimes carry. I liked all of them but think the quality of SIG or HK over Glock is easy to see. Plus, I don't like the grip on the glocks and not a fan of the trigger design.
I bet the reason they chose 9mm over .40 is that with the current availability of new technology ammunition - especially the bullets 9mm is no longer "not enough gun" and increased Mag capacity in a reasonable size handgun would be a big plus.
It's a high dollar contract, but IMO, there is no price tag too high to give our military the best weapons possible regardless of the cost. They deserve that, and we owe it to them. We all benefit from them having the best that can be got.

I am still confused as to why this decision was even made. What made the Army decide it needed a new sidearm? I'd assume the contract was up.

After shooting rounds with several Texas Rangers which all were shooting the P320, I fell in love with it and went that day and purchased one. Have not pulled out any of my others out of the safe since. It kills me to hear people talk about Glocks. They should not even be in the same conversation with the sigs or Kimbers.
