She is old and you may have to get ruff, Go to www.marineengine.com and put in all your info and look at the picture. If you have all the bolts out and the linkage unbolted it should drop.

Does anybody know where the bolt is to disconnect the shift Rod on this motor?

if you took the bolt out in your photo #2, the lower unit should have just dropped right out, is that the bolt you removed?

I believe I have all the bolts out. From the pictures shown 4 bolts hold the lower unit on and 1 screw to disconnect the linkage. I get her to drop about 1/4 inch and she just hangs up there. There has to be something g I'm missing.

Yes sir. And that disconnected the linkage. They are no longer connected. It just seems to stop right there and can't get her to budge.

watch the angle your pulling at to keep it aligned and from binding and pull harder and again it will not hurt to turn the prop a bit, it should still be in gear, so turning the prop will turn the drive shaft that could possibly still be binding
