What wind speed would you consider the maximum for comfortable fishing for an 18, 20, and 21 foot bass boat.

Depends on the lake... put me on a body of water that wont have 5 ft rollers and I'll gladly fish in 35 mph winds.

I have an 18.5 and if I'm exposed I don't like over 15.

to many variables involved to comment Pretty much. Just depends on how determined you are and what kind of conditions that you feel are worth tolerating.

If the trolling motor is popping out of the water it's too windy.

If the trolling motor is popping out of the water it's too windy. same here. Other than the extreme....I think wind really helps. It makes the boat noises easier to hide.
