Once it's done, it can't be un-done. Do you think anyone would retaliate? Is it really easier to get forgiveness than permission? Discussion? From that point going forward anytime someone feels threatened or feels the U.S. might use nuclear weapons they are going to strike first in hopes of keeping us from doing the same to them or their allies/interests. You've now put a huge target on us!!
