 Best way to do a reverse phone # lookup

I have a number that I need to lookup. It has been harassing someone close to me. I have seen several services online, but once I google them + scam, they all show a bunch of complaints. Anyone know of the best place to do this, even if it is a pay site?
And not harassing to the point of involving LEO. Just boat ramp level stuff.

You used to be able to do it on the white pages website. Not for cell #'s. Forgot to mention that. It's a cell

Yup in the good ole days you could know a name, look it up in the white pages (an actual book delivered to your door) and it would show you thier name, number and address. Made stalking much easier. Now a days if you do this you get shot and killed. Never post your license plate online I tell you!

You can find cell #'s on premium.whitepages.com but it costs like $20.

Your first step is a facebook search. A bunch of knuckle heads have their numbers associated and it makes for an easy and FREE lookup. After that, you'll probably have to pay.
