I have heard that it is now unlawful to catch bait in one lake or pond and use that bait in a different lake. I haven't seen a law statute. Does anyone know if there is any truth in this?

Yes. Scroll down to rules to prevent the spread of zebra mussels. Pay particular attention to the provision for purchased live bait and having a receipt to verify same.
