I've always used bait for Carp. But ,sometimes if you're fishing in a creek and stumble upon a carp without any bait, you're kind of screwed. I've seen it done before, but it always seems as if the carp just bite the lure if they're starving or really aggravated. Anyone have any ideas on the types of lures that carp would bite?

A small flee fly or similar crappie jig might work, especially if you are sight fishing. Numerous carp have been caught sight fishing on a fly rod using a wooly bugger type fly.
