Toledo Town is okay (didn't know it in its heyday), though the staff can be a bit grumpy (could have to do with the early hour I normally see them). We end up going there for breakfast most of the time anyway, whether we need tackle or not. As a one-stop shop (tackle/food/gas/ATM), it's pretty good. Big Bass Marina has just about any V&M bait you'd want. I didn't know about Keith's, but I'll check it out if I make it back down there next month as planned.

Toledo Town is a really good store. I've been to Keith's as well and came away impressed.

Between the two Hwy 21 bridges on Texas side just east of Carrice Creek on the south side of the road.
