What is a good range (CFS) to bring the kayak there to tie off and fish the current? How much is too little and how much is too strong?

Should be fine its only 782 right now. Anything over 1000 might get a little hairy. I see guys on FB have gone when it was much higher like 3000 cfs... not sure if I would try that. They had posted that it is wise to paddle close to the rail road pillars and to stay out of the current and go straight across to the other side and anchor or tie off out of the current. The you are out of the bank fishermans way and the fishing is better on that side. Thats what I have heard. I have not gone myself. Might be wise to find someone to go with you. I hear its a bit hard to carry a kayak down to the water and having someone to help is good. The whites and hybrids are most likely on that far side on the edge of the current. Might be better below 78 at this point. You can launch down there but its probably muddy as heck after all the rain today. Good luck.

I'm not sure what the cfs was, but last time I was fishing it and they oopened more gates. It was hairy getting back to the bank, almost ended up in hubbard.

Do you happen to remember how many gates before/after? I can do a rough calculation based off it.
