I bet it's a 200 powerhead I have a 2000 ZX202(same size as the zx225) I have a 200HP OX66 and 63-64 is about my top speed this time of the year with normal loads around 5700rpms. I am running a 25-M yamaha prop. From the OPs comments I believe that may be the case as well.
