I have minnkota 80# fortrex.....the footpad has some play in it.....if I take that bottom cover off, is there a way to tighten it up?

yes, you'll see a tension adjustment screw.

Don't remove the cover. There's an adjustment on the front of the pedal near the bottom. It's a large philips head...righty tighty.
