I'm with Chris on this one hahahaha. But I wouldn't think TPWD would undercover sting fishermen who were not soliciting business. The person was looking to buy it, you weren't looking for people to sell to. Just sounded like he didn't know.

Wheather you are buying or selling it is still the same transaction . Game fish for money either way. Could be a under cover operation. Lord knows they need to get down to the creeks and write some tickets . EVERY CREEK

a undercover person is not allowed to ask to buy fish! you would need to ask them if he wanted to buy the fish.
