I assume you are using this to anchor to, if so I would always use screws with washer and a locking nut. If you can't get to the backside that's not a good option and I'm sure others will chime in.
I know that some screws will hold in plastic without stripping out much better than others.
I've never been good, But I've been Lucky! I don't Lie or Exaggerate, but sometimes I remember BIG!

Google "well nuts" that's what I'd use. I've used them for my anchor trolley and transducer

I have two zig-zag cleats. They are super handy. I use them for all kinds of stuff, stringers, anchors, brush ties, you name it. I would only mount them with screws, washers, and nuts.

I installed mine with stainless steel bolt, stainless flat washer, and stainless locknut....If you decide on rivets use aluminum with a back up washer on the back side...

I installed mine with stainless steel bolt, stainless flat washer, and stainless locknut....If you decide on rivets use aluminum with a back up washer on the back side... This, but clean both sides of the hull with isopropyl alky and put some clear silicon on the threads of the bolts and on the face of the inside hull washer facing the hull. This will help eliminate possible water ingress by the threads.

And mount it at least 12" further back than you think. You don't want to slam your fingers on it when you paddle....not that I know or anything.....
