Does guys coming from out of state have to have this? If I'm not mistaken I'm also to have the drain plug pull out also? Just to fish? No, this is registration (annual). As to the plug, you must 'Clean, Drain, and Dry' before you leave the ramp. If you don't remove the plug to get all the water out, you can get a ticket. Do you have some sort of permanent plug installation?

ChuChu1 Is correct just went thru this in Denton.
It all depends on what the manufacturer put on the certificate of origin. Boat makes no difference, only the GVWR on the certificate.

It is more about what the trailer is rated to carry than the actual weight

Correct, the "total package weight", is not the "Rating" listed on your Trailer Tag renewal letter. It lists the trailers weight rating, nearly all bass boats are below 4,500 lbs., even with tandem axles.

Do you have some sort of permanent plug installation? No just a regular plug that hangs out. I just remember hearing that. We don't have to do that here. So I'll go ahead and pull out today
