Agreed. HOAs are usually run by retired old farts and bluehairs with too much time on their hands, wanting to be property managers, but just never seeming to be able to wrap around the concept.

The guy is an azzhole, plain and simple. If he wasn't complaining about your boat, it would be something else. I'd wait until he took his trash out, and then get it. Sack up the trash, making sure something within contains his name, and toss the works in a good spot. Maybe some place like the police chiefs yard. Then make the anonymous phone tip complete with his vehicle description and tag number.

Find his car parked somewhere. Remove the valve stem caps and superglue a BB in the top of the cap and screw them back on. It will cause a very slow leak. He will take the car to the tire shop they will remove the valve cap, air the tire up, and check it for leaks. The cap will be off so it will not leak. They will reinstall the cap and the tire will be flat again in a day or two. This will repeat itself several times. Not really causing any damage to his stuff, but you will laugh every time you think about his bad luck.

Unlike some on here, I don't believe that vandalism is the answer. You risk getting caught and getting in trouble, which will only add to his satisfaction. Take the high road and let karma take care of him. Good things happen to good people and vice versa. The sex offender sign however, is legal and f'n hilarious.

The neighbor sounds like a real jerk for sure. However from my experience, vandalism like that usually comes from someone below the age of 18.
