I consider the scum line to be a "racing stripe" and therefore it is a permanent fixture on my boat.

Go to Walmart and buy the toilet bowl cleaner called "The Works". Give the cashier a $5 and be sure to thank them when you get $3 back.
Seriously, I was turned onto it about 10 years ago from another forum and it removes the scum effortlessly. Spray it on, and the scum will wipe off easy. Good luck.
