I have a 24' center console with a 250hp evinrude. Can I safely get to the rigs? Any special equipment needed? Will my cell phone work out there? How do I fish them?
Any advice would be greatly appreciated

The smaller rigs can be seen from the shore at Galveston. If you're meaning the big rigs 20-30 miles offshore, your cellphone will not work that far out. I lose cell service around 12 miles out.
I suggest a satellite phone, lots of water, and a life jacket with an illuminating beacon on it. I also don't recommend you go out by yourself.
Can't say anything about your fuel/engine since I don't have my own boat.

I've run out there by myself in a 21ft boat, but grew up doing it. I would go with someone to learn what you're doing before taking risks which may not yield favorable results.
As far as boat goes, what's the freeboard, deadrise and fuel capacity? I'd rather be in a shorter boat, but have greater deadrise with plenty of freeboard.

Like a few others here, I fish the close rigs from sit on top kayaks. So, yes It can b done. 30 miles offshore is far even in a 21' boat and u have recieved fine advise here IMO. Anytime u go offshore. U must stay hydrated, and plan for the worst. The only shade u will get is from the rig and your top if u have one. U must Have good working safety ept: which also Include flares and a ship to shore radio Weather radar will help u monitor the weather. Weather can and will change quickly and its looooong ways to port. Especially this time of yr.
U can jig up live bait at the rigs and stick them on a float rig or free line them. Larger jigs will get your tackle tested too. Big fish cruise the rigs! 300 yrds of 50# braid Is nothing. U never know just how big or what kind will take your offering. Steel n wire leaders r a must. Be ready to throw a silver spoon to the boils. Watch the sky closely and trust ur gut. Loads of fun. I too recommend u go out with folks that can teach u the ropes.

I made it 40 miles out several times in 18 ft center console I don't know what the big deal is you can always keep going if you have plenty of GAS!

I looked on Google maps and see an oil rigs just out of goat island on the Galveston side. I planning on fishing there this summer? I anyone fish there before

No problem with a 24', that's what I have and been out 21 miles from Port A. However conditions must be right wind, surf whether in general. 3' and under for surf. Squid is a good choice to drop around the rigs. We caught reds, black drum, snapper. Hopefully will make it back March to port A, would be interested in your report, friend has a place in Galveston and I may go there as well
