I wouldn't think someone would stake fish and bring 15 pounds to the scales. I would think they would bring a whole lot more weight. This whole post is funny actually, the best explanation is the one that 2 very experienced guides on that lake posted. A "crazy" guy lives there and he uses it. THe OP is adamant that it's "cheaters" who placed the basket there. That means one it's his baskett and he is creating a "smoke screen" or he is just into fishing drama.

Logically looking at it, it could be used to cheat. When I saw it I thought about putting something in it to attract fish. It could also just be a bait box for someone running jug lines, limb lines, or just in a small boat:

I hear it was tied on the blades of the windmill , I also heard that same windmill produces energy to 416 homes in Amarillo

I actually know a Guide that used to fill it with grain before his guide trips to attract catfish, he has since passed. He also didn't put it there he just found it like everyone else.

That was me that posted that.. and that was a relatively small tournament for RR. I think 50 boats and it took 15 pounds to win on a lake that usually takes 25-30+ on any given tournament. If someone was cheating they sure didnt do a very good job on that day. They could have def made some $$$ on a super tough day.
