I was at my local pond for the first time since all the rain because the water level has finally Receded. I found this vegetation and I have no idea what it is anyone know what it is. If it helps it's about the consistency of jello

I'm thinking it might be some kind of aquatic plant such as a water lily. When the water receded, the leaf could not remain in the water so it is now in the decaying stage.
If we concentrated on the really important stuff in life, there'd be a shortage of fishing poles

Correct. It's a colony of tiny filter-feeding critters that attach themselves to submerged stuff like stumps, brush, and rocks.
