My son is wanting to start his guide business , what will he need to do /guide license,insurance/etc before he is ready to take clients?

Guide license Respectable and dependable gear Knowledge of the lake and species of fish Abundance amount of tackle
But most important a good personality! He is going to spend most days in s 21 foot office for 10 -12 hours. Making the client comfortable and having a good time is key to a good day on the water!

Just have a contract that people sign that say's your not responsible for anything..just like the Rv parks around Fork make you sign. Then, no insurance needed. 
The TFF never disappoints, always entertaining.

But if someone gets hurt, and can prove negligence then that waiver is worthless. No waiver protects you against negligence. Get some insurance, it's probably pretty cheap.

Incorporate yourself as a LLC so that if your brought into court for negligence your company assets are on the line rather than your personal assets and then get an umbrella policy. Sounds complicated but its not. A capable CPA can help with it and keep your books up.

Everyone will have those days the fish just don't wanna play. Hardest part about being a guide is days like that making sure your clients still have a good time and want to come back and fish with you again.
