What's closed on Belton? Is Roger's Park ramp open or is it an aquarium now?

Guys, My son and I are new to Striper hybrid fishing and am not doing something right. We need some help. Anyone have time to go out with me and my son to show us what the heck to do to hook on to some stripers?
On another note, all boat ramps except franks and white flint are closed.
