My brothers merc has a issue. When the boat gets up to about 4500 RPMs it shuts down. We took it to the mechanics shop and they can't seem to find out what's wrong with it. It ran good till we had the lower unit oil and water pump changed and the fuel filter changed out. Now it will shut down around 4500 RPMs. As long as you stay under that it will run fine. Any ideas.

I would suspect the fuel filter seeing how it ran fine before the change
