360 light? where is best place to get one? flare gun needed? whistle?
What all i need to not get a ticket?

From a legal perspective, I think you need:
-PFD -Noise making device (whistle) -360 light (if out past dusk and/or before dawn)
I would also add the following:
-A knife that you can access quickly to cut fishing line/anchor rope etc. -An anchor of some type. -A small first aid kit.
Most everything else you would add has to do with personal preference and how you fish.

As Craig stated a PFD, whistle, and light for nighttime are all that's "Required." Aside from his list of extras I would also ad a hat, some sunglasses, and a change of clothes.

I think this question has many correct answers. The basic legal requirements, yes, but for each place, enviroment, weather etc all require their own list of supplys. Its important to research as much as possible and go with others who have "been there done that". Welcome to the sport. Its amazing.

PFD, whistle, anchor, approved light for night use. The rest depends on the type of excursion, if it's a little pond or lake fishing or a long river trip. Drinks and snacks in a cooler, sunscreen, first aid kit, towel, lighter...those come along or stay behind depending on the trip.
I think the YakAttack VISICarbon Pro light is the best one out there, but it's pricey. You could fabricate a legal night light for a few dollars.

Some feel they must take the kitchen sink while others take the bare minimum. I nEvEr foget my paddle or lifevest ok maybe 4-9 Xs but who keeps track? Experience has taught a few to keep those 2 nessesities inside the hull when not in use. Ok, maybe in the same spot every time so they make it to the water. A sharp fillet knife, fish grips n pliers, & lures r a few of those other key items ive nEVEr forgoten eveR.
