I have only seen it done in the morning. I'm not sure on an exact time. I'm you could call TPWD and ask them if you really needed to know. Just call the number of the hatchery that your fish are coming from....
TPWD Inland Fisheries, Austin - 1-800-792-1112 select 4 then 7
A.E. Wood Fish Hatchery - 512/353-0572 Dundee Fish Hatchery - 940/586-1203 Jasper Fish Hatchery - 409/384-2221 Possum Kingdom Fish Hatchery - 940/779-2301 Texas Freshwater Fisheries Center - 903/676-2277

The stamp is included in the license.
Why take drugs when you can just fish? Think about it.
If it's yellow Let it mellow If it's brown Flush it down

Is it even worth going out to Hurst tomorrow afternoon, or is it a lost cause by then?

I don't see any Trout stamp on my license.
I do see a Drum Stamp.

I called TPWD.
DR RX 2U is correct.
There isn't a stamp per say. It is now included on all Freshwater Fishing License.

"Trout anglers will need the $5 Freshwater Fishing Stamp, which is included in all freshwater license packages. Anglers under 17 years of age are not required to have a license and don't need to purchase a stamp. More about fishing licenses and stamps." TPWD Rainbow Trout Stocking Program

I went out there. Fished for 2 hours. Not a bite.
I can usually catch about 30 the first day of the drop, using SuperDupers.
TPWD only stocked 210 trout.
Waste of time and manpower to drive from the hatchery to D/FW in my opinion.
They dropped them a little past lunch today.
I saw about 8 trout caught today. Mainly powerbait.
I was throwing SuperDuper #501 / #503 with 2lb test line.
I threw all color and sizes.
The commorants hadn't arrived yet, But 210 trout will be eaten up as soon as they arrive.
Waste of time and effort for me and TPWD.
I arrived there were 20 people fishing, When I left it was around 10.

I caught 2 trout today threw the first one back just didnt like the way he looked . Caught a bass about the size of my hand and then the one trout that i took home
Like RR said i can catch em left and right on the first day but today they just would not bite . I was throwing a rooster tail that has no paint on it with a gold blade and SLOW SLOW rolling it they would not take a fast bait at all today . I saw 2 people with baskets that had 2-3 fish in each and only saw 2 people bring in one fish
Windy and cold today and im glad to be inside a warm house today
