It's second hand information from someone who was there 2 weeks ago, but they said the ramp is open and you can run up the Pecos, but probably can't get into the Rio because of the sandbar.

NPS boat ramp status says its still open, however if DHS shut's down they may also. That's unknown at this time, they are not DHS but DHS has maintains security over the lake. Also small channel exist between the Rio and Pecos you can get buy carefully. Ray Hanselman did..
