More than likely but it could also be a charge coil, timer base or kill switch. Make sure it is cranking over fast enough as well!

Also check the stator and power pack grounds.

My 2004 evinrude 225 did the same and it was the starter solinoid

My 2004 evinrude 225 did the same and it was the starter solinoid i have the same problem, how did the solenoid affect it, just curious, thanks.

I'm not really sure. But my motor would turn over and it would not fire. I took it to a mechanic thinking the worst that it was the emm. He hooked it up to the computer and it did not throw any codes. Then he hooked some sort of jumper wire to the solinod and it fired right up. I replaced the solinod and it starts and runs like a champ. Hope this helps.
