The front deck of a boat? It's an old 70s skeeter and I just need to know how to stabilize the front seat. I've tried everything I can think of and it isn't holding. I have access to under the deck easily. Anything might help,

I'm assuming that you are talking about the fishing chair pedestal base. If the instability is caused by delamination of the forward deck, your best option would be to have the deck relaminated and gel-coated. That would be pretty expensive repair for a boat that old and I don't know how much you want to spend on the boat. The second best solution would be to through bolt the base using as large an aluminum backing plate as you can fit under it to distribute the load, and if the deck is in really bad shape, that may or may not fix the instability issue. You do need to do it with an aluminum plate, big fender washers are not going to get it.
