From reading the article, it seems like somebody with some kind of personal grudge against that neighborhood or maybe the owners of the house he dumps them in front of. If he was really just a lazy fisherman he would probably dump his guts wherever instead of always going back to the same spot.
If he really wants to make a statement, why not shove them in a mailbox? That's what we did . .oh, wait, we were like 10 years old when we did that, lol. This guy obviously has a couple screws loose.

Lazy or just no class, there is no reason for it. I hope he gets caught and they throw the book at him. Both the city and the GW's.
