How is the lacey act relevant? Seems like it has nothing to do with catch and release or bed fishing

Sounds more like the marina trying to find a actual law that makes it illegal to fish in and around their docks

So basically anyone fishing along the bank in less than 5ft of water during the spawn is breaking the law.
