Yes, per TPWD laws 30"-45" must be released and 1 over 45" may be kept per angler per day.

Per tournament rules you may weigh 2 over 45" if you have a 2 or 3 man team. Your other 3 fish must be under 30".

For example. Solo fisherman could weigh 4 under 30" and 1 over 45" OR 5 under 30".

A team of 2 or 3 guys can weigh 3 under 30" and 2 over 45" OR 4 under 30" and 1 over 45" OR 5 under 30"

Shad were easy last year before most lakes were hit with a shad kill not sure how they have been this year

Are there any backup plans if the lake dosent come up before then? From reports I have been hearing any day now all ramps will be unusable and fishing will stop untill we get a significant rain?

I'm sure I missed it somewhere in the thread but what is the payout amount? Will it be 100% of entry fees? I understand the 20k but that's only if a lake record Blue is caught.
