Any lure will work. Just tip it with some cut bait.

caught many flounder on a 1/2 oz or 1/4 oz gold Johnson sprite spoon. just cast it out, let it sink and drag it back slow.

I carry Unpainted, White, Chartreuse, and Red jig heads and "deploy" them in that order, usually one of the four will catch fish.

Fast acting Fishbites in either shrimp or crab, cut small, and / or in thin strips, usually chartreuse or white are a nice touch to add to your favorite jig and trailer, it adds extra movement and flavor.

I got a bunch of freebie jigs from a website that are camo and other darker colors, don't know if they work or not, but I'll try them since they are free.

I don't target flounder that much from the pier watched to many fall half way up. Heartbreaking. I Like Chartreuse jig heads if the water is stained and white. But I have caught many on unpainted. I use procure on my lures flounder swallow it everytime. Just make sure your rod is stiff enough to get a good hook set. I like using a Ml to throw lures and you feel every bite. But sometimes you don't get a strong hook set on flounder.
