Best free options that I've found:

Weather Bug's best feature is the real time lightning tracker (spark), generic forecasting, and generic radar
Windfinder for wind forecast
My Radar for detailed radar and storm movement
Scout Look Fishing for sonar/lunar

RadarScope or PYKL3 Radar. I had Radar Scope on my iphone and have Pykl3 on my Samsung now, I think Radar Scope is better.

The Weather underground is pretty good. You can pick a weather station closest to where you plan on fishing and see what it's reporting in real time, handy for wind.

Paul, although this is not weather related, if your in need of a Full Moon app, check out MoonPhase, alot of options and settings, just the other night my phone started howling like a wolf,this was to remind me of the upcoming full moon.
The funny part it drives my lab crazy when that goes off. Don't know if it comes for android or not

Scoutlook weather is pretty good. You can put drift points on a lake and see how wind is hitting that area. Has a fishing log also.
