On further investigation......it appears to have.....maybe I'm mistaken....no, it really looks like.........ok, I'll just say it. A bell. Maybe his design on a hail proof rain hat with chin strap. Reminds me of a guy I used to see pedaling the streets of Hollywood, Fl. Had seen him for years riding his bike, each year there would be a tweak here or there, but the basic design was intact. He adjusted the sails by cranking on the spinning reels mounted on each side. I stopped and spoke to him one day and spent fifteen minutes reading over the spiral notebook he carried around, with notes to himself that would make the contraption ride/sail better.  He was hoping to get a patent on it and was actually a pretty smart guy from what I could tell.

yeah, only because he couldn't find a battery large enough to power a fog horn.
