Simple answer....yes they are cracking down hard on the "homemade" trailer topic. Too many people stealing factory trailers scratching numbers off and reselling them as homemade trailers with a bill of sale.
THIEFS!!! ruined it for us.
Man up. Fight the GOOD fight.

They only inspect trailers for a GWR over 4000 lbs. +1, what are HM plates? I have a homemade utility trailer and the only diff is there is no serial number on the registration. I have a TT, the utility, and my truck that all come up in March and April. I tried to mail them all in in April and everything was returned because of some new law about getting it in prior to expiration. Since there was no serial number I had to go to the tax office to register the utility. I was fussing about not being able to do it online. When the lady gave me my receipt I noticed she changed the month to April and the serial number is now black. I just abbreviated when I said HM plates. What I meant was, trailer license plates, that if checked in the system, would show the make as "homemade". So if I just went and registered this trailer as homemade and got my new plates, on the surface, it would look as any other trailer with a plate. But, if I get pulled over, or if DPS just simply runs my plates as I'm going down the road, they'll see "homemade" comeback on a trailer that has obvious manufacturer logos and a VIN sticker...then it's weeeohhh weeeohhh weeoooh...and my problems just got worse.

just go back to the tax office and tell them you have a homemade trailer, no paper work needed. dont add anything to it. dont ramble on you might say something that will cause a problem. I have done this several times and never had a problem. Theyre gonna ask for empty weights and loaded weights. empty should be around 750 loaded around 2000

I would say it is a little easier to get away with a HM utility versus a boat. Generally when you see a HM boat trailer you know right away.

what northtexascrappiehunter said! sometimes you just have to smile and talk less and keep it moving. I highly doubt dps is going to hunt you down for your trailer issues. you made an attempt at doing the right thing. so now you got to do what you got to do. quietly
