How is draining the water out of a boat going to stop the spread of zebra mussels when the controlling water agencies pump water from one lake to the next?

And birds fly, turtles crawl, floods happen its just another way of restricting and taxing... but its the law either way... this is just a way of slowing them down for now, but everything below and attached to Texoma has them now so make a line to the Mississippi and everyone that's pumped water out of the Red to their ponds and when they flood due to a good local rain its into the creeks and so on and so forth.... but that's just MHO..
