Why aren't they allowed to fish in LA anymore @ the Sabine anyways?

Why aren't they allowed to fish in LA anymore @ the Sabine anyways? LA has odd land/water ownership laws and many of the creeks/slews/bays are considered private property. A few years back, an angler was friends with one of these landowners and he received permission to fish a private area, while everyone else was told to stay out. And they have also had guns pulled and shots fired a few times at various anglers on the private waters deal.
